Qualitative stakeholder interviews

How do stakeholders influence consumer energy policy?

We identify the role of various stakeholders in the energy policy towards end household consumers.
First, we focus on barriers for change:

  • What have been done to overcome these barriers?
  • What can we learn from success stories and failures in the past?
  • How do stakeholders address the relationship between individual and institutional approaches?

Second, we assess current and future forms of stakeholder participation:

  • What platforms for stakeholder dialog can be established in the future?
  • What are the possible content in this dialog and what are the relevant arenas?
  • Who could be responsible for such a dialog on national and European level?

We will also use the qualitative interviews with stakeholders to update the state of the research previously assessed within the three specified demand areas.

 

Conducting interviews with stakeholders

The role of stakeholders will be discussed in qualitative interviews in the countries involved in the project.

First, we identify the main groups of stakeholders such as:

Political authorities

Businesses

NGOs

On national and local level:

  • Special institutions dealing with energy savings
  • Planning departments

Within the energy sector:

  • Energy companies for household supply
  • Construction and building industry
  • Producers, importers and sellers of household appliances
  • European car producers and importers of foreign cars
  • Environmental NGOs
  • Consumer NGOs

Second, we carry out a limited, but sufficient, number of national interviews. To some degree we also have to interview companies outside the countries involved in the project to cover all necessary actors.
